Gets Asset Uptime Overview

Per-day asset uptime bucket counts (isHealthy / silent / unhealthy / noDevice) from the nightly uptime snapshot. Days are opaque UTC date keys (yyyy-MM-dd), each covering the completed UTC day window [D 00:00, D+1 00:00). The snapshot is day-behind: the latest available day is yesterday UTC. Defaults: to = yesterday UTC, from = to - 29 days; maximum range 366 days. Hierarchy global filters match the values stamped on each snapshot day (historical semantics).
